The Unique Identification Authority of India (UIDAI) made it mandatory to use L1 biometric devices in 2025 for e-KYC and AADHAAR ecosystem. This was a measure to safeguard biometric data against threats. Some of you might have noticed that many old biometric devices are not working for Jeevan Pramaan Digital Life Certificate now. This phasing out of old L0 devices is the reason for that.
What is L1 and L0 Biometric Device?
In L1 biometric devices (Level 1), the biometric data is digitally signed and encrypted in the biometric device itself before sending to the host computer. So applications on host computer can not store and use biometric data at a later time. Level 1 (L1) also mandates liveness detection and anti-spoofing. So the biometric device can detect whether fingerprint comes from a live human or a spoof.
In L0 biometric devices (Level 0) , the biometric data is processed in the host’s computer or mobile phone. If the host computer is compromised, the biometric data is not safe in the case of L0 devices.
In simple terms we can understand that L1 biometric devices are safer than earlier L0 devices. If we have to do Jeevan Pramaan Digital Life Certificate, it is required to migrate to L1 biometric devices now.
